Turn off Windows S-Mode to download apps not in Microsoft Store

In order to download apps that aren't in the Microsoft Store, S-Mode in Windows needs to be turned off. It is often on by default. This should only affect personal machines - this is controlled by group policy on UW-deployed machines.

Some success has been had by disabling Secure Boot in the BIOS.  This could potentially throw a Bitlocket Key request, so FYI.
