UW student or staff shows as "external" in email, and/or cannot be added to teams or found in the (email) directory (FERPA)
UW account can't be autocompleted in the To: field in email clients, or shows as External. The account might also not show up when searching users to add to a (UW) team.

This is the fix from that Wings page that is referenced:
In order to show in Outlook/Teams/directory, you must have the campus AND local types UNCHECKED for address, email, name, and phone.
Make the change in Wings, and within 3 hours the setting should sync with email/teams, and the user should be able to be added.
